Types of Enforcement

Lancashire Constabulary is responsible for all enforcement within Lancashire, however there are two distinct areas of enforcement; that carried out through the Lancashire Partnership for Road Safety and enforcement carried out as part of a police operation or initiative.

If the enforcement is a site operated through the Partnership, it is subject to the regulations and guidelines stipulated by the Department for Transport. This will include rules governing the signage and visibility of both sites and vehicles. All enforcement carried out under this remit is subject to 'netting off'.

Enforcement is often carried out by police officers and support staff as part of a divisional or community initiative. Such enforcement, although supported by the Partnership is the responsibility and remit of Lancashire Constabulary. Such enforcement is not subject to 'netting off' and therefore subject not to the Department for Transport guidelines, but those of ACPO (Association of Chief Police Officers). Such enforcement does not require the signage and visibility associated with the Partnership sites.
 
How do I know which is which?
 
There are no hard and fast differences, however if it is a police operation then 'in general' the following will apply:
  1. Enforcement carried out on a motorway will be that of a police operation unless the section is signed for camera use and roadworks are present.
  2. In most cases it will be a police officer operating the enforcement equipment.
  3. An officer issues you a fixed penalty at the roadside
  4. There will be signage present indicating it is part of a police operation

There will be occasions when there are joint operations and as such every effort will be made to sign sites, however these are not always required.
